Chuck is a 32 year veteran law enforcement professional. After a brief stint with the Sacramento County Sheriff's Department, Chuck continued his career with the Stockton Police Department and retired as a Lieutenant after 29 1/2 years of service.
During his career, Chuck dedicated a great deal of his time to labor relations and Association leadership. Chuck served the boards of the Stockton Police Officers Association and the Stockton Police Management Association, and was the elected Vice President of the SPMA at the time of his retirement from law enforcement. He has extensive experience and knowledge of labor organizations and issues in the public sector, experience in public sector advocacy and leadership, labor negotiations, contract enforcement, difficult contract negotiation campaigns, grievance procedures, internal affairs investigations, and is knowledgeable in the Meyers-Milias Brown Act (MMBA) the Peace Officers Bill of Rights Act (POBRA) and the Firefighters Procedural Bill of Rights Act (FBOR).
Chuck was also elected and served as the Chair of the Stockton Labor Coalition until the time of his retirement. In this position, Chuck provided leadership, coordinated and directed continuing negotiation projects between the City and all bargaining units, participated in all City of Stockton pre-bankruptcy (AB 506) negotiations, participated in and represented labor interest in all City of Stockton bankruptcy proceedings, and enhanced relations between employee groups and the City.
In his current position as a Labor Consultant with Mastagni Holstedt, A.P.C., Chuck enjoys providing services and assisting client organizations with the many needs of their organization, but mostly, Chuck enjoys meeting people on both sides of the table and building long-term relationships.
