Michael W. Jarvis
Michael W. Jarvis is the firm’s managing labor consultant. He has negotiated more than 200 labor agreements and side letters. Michael has served as the Chief spokesperson during bargaining for more than 40 of the firm’s clients, consisting of: Police Officers, Deputy Sheriffs, Probation Officers, fire personnel, managers, and civilian employees. His expertise includes pension issues, CalPERS, Health Benefits and classification and compensation studies. Michael routinely provides training on Public Employees’ Pension Reform Act (PEPRA), retirement plans, collective bargaining, Public Safety Officer’s Procedural Bill of Rights Act (POBR) and Firefighters Procedural Bill of Rights Act (FBOR). He has been an advocate in dozens of mediations and worked on both the Vallejo and Stockton bankruptcies.
Michael currently represents Alameda DSA, Sacramento POA, Sacramento Area Firefighters Local 522, BART POA and many more. He often facilitates retreats for clients that focus on everything from: long range planning, negotiations strategy, and political action strategies to relationship building. Michael attends most of his clients Board and general membership meetings to provide advice and guidance on a wide range of subjects including: Roberts’s Rules of Order, association leadership, labor issues, political advice and long-term strategies.
Prior to working for the Mastagni Law firm, Michael spent more than a decade in management and human resources for companies like Pepsi, Safeway and Home Depot.
