Richard Struckman is a Labor Relations Consultant in the Labor and Employment Department at Mastagni, Holstedt APC. In his current role, Rich negotiates labor agreements and represents police officers, sheriff deputies, probation officers, law enforcement supervisors, and fire department employees in contract negotiations, meet & confer sessions, policy review and various other labor related matters.

Rich is a retired Captain from the San Francisco Police Department. Over the course of his career with SFPD, Rich served at the ranks of Officer, Sergeant, Inspector, Lieutenant & Captain. Rich has always been a strong labor advocate, and spent several years as an elected member of the San Francisco Police Officers Association’s Board of Directors. During that time, he served on the contract negotiations team, represented numerous officers at disciplinary hearings, resolved grievances and implemented in service training programs to help reduce labor disputes and misconduct allegations.

Rich was also an instructor at the San Francisco Police Academy where he taught various subjects including Use of Force and Risk Management, which included instruction in POBRA, dealing with civilian oversight and preparing for administrative hearings and civil litigation resulting from the course and scope of employment.

During the latter years of his career, Rich served in several command assignments, most notably as the Commanding Officer of the Staff Services Division, where he served as the Department’s Chief Personnel Officer. After retiring from the SFPD, Rich served as the Patrol Commander for the Menlo Park Police Department where he gained invaluable insight and experience regarding the complexities of representing personnel and negotiating benefits in smaller jurisdictions.

Rich currently resides in the Sacramento area and enjoys spending time with his family. Rich is a US Army Veteran, avid 49ers fan, lifelong motorcycle and muscle car enthusiast, and enjoys hiking, biking and fishing in the Sierra foothills.
