Timothy A. Davis is an Associate Attorney in the Labor & Employment Department of Mastagni Holstedt, A.P.C. He represents public safety employees in administrative and disciplinary investigations, hearings, critical incident investigations, and criminal defense.

Timothy attended the Sacramento Police Academy in 1998 and spent over 25 years as a Sacramento Police Officer. Timothy served as a Patrol Officer, a Traffic Officer, and a DUI Enforcement Officer. Timothy served as a supervisor in the Traffic Division, overseeing both traffic and DUI enforcement officers. As a DUI officer, Timothy made over 950 DUI arrests and served as a Drug Recognition Expert (DRE) instructor and a regional expert in DUI Enforcement. Timothy was a two-time recipient of the MADD California Hero Award and a 13-time recipient of the MADD award. In 2011 Timothy received the State Award for Traffic Safety Excellence from the California Office of Traffic Safety and in 2023 Timothy received the MADD Lifetime Achievement Award. During his career, the Sacramento Police Department awarded Timothy the Life Saving Award and a Unit Citation.

Timothy served for 13 years on the Board of Directors of the Sacramento Police Officers Association, including 3 years as Secretary and 8 years as President. Timothy is the longest serving President in the association’s history. During his time with the Sacramento Police Officers Association, Timothy responded to countless critical incidents, represented employees in discipline cases and appeals, negotiated five labor contracts, and was active in the political process of both the City of Sacramento and the surrounding region.

Timothy served on the PORAC Board of Directors for eight years, including serving two years as the statewide PORAC Treasure. With PORAC, Timothy worked on and lobbied for legislation at both the State and National capitols. Timothy served as a Trustee and consultant for the PORAC Retiree Medical Trust (RMT) and is an expert in the workings for the trust. Timothy served as a board member of the California Peace Officers Memorial Foundation for 8 years. Timothy was a commissioner on the City of Sacramento’s Community Police Commission for one year.

Timothy graduated from Brigham Young University with a bachelor’s degree in History. Timothy graduated with a Juris Doctor from the University of the Pacific, McGeorge School of Law in 2016 and was admitted to the bar the same year.

Timothy and his wife April have five children, two of whom work for the Sacramento Police Department. Timothy enjoys hiking, watching baseball, and being a father and grandfather.
