Steve is a career negotiator, starting in PORAC’s Labor Department in the 80’s before graduating from California State University, Sacramento with a B.S. in Business Administration.  His education includes the UC Davis Labor Relations certificate program where he graduated with honors.  After working at PORAC Allen worked for several labor relations consulting firms, including his own, and several law firms, always as an Association/ Union side advocate.

With over 40 years of negotiations experience, Allen is widely recognized as one of the most experienced labor relations practitioners in California with hundreds of successful negotiations to his credit.   He is also well versed in impasse procedures, political and community action campaigns, impasse procedures including mediation, fact finding and job actions, grievance and discipline processes, investigations, etc.

On a personal note, Steve is married to ex-California State Police Officer Debbie who he met through union work when she was on the dignitary protection team at the State Capitol.  Together, they have raised three daughters.  His interests include breeding horses, canine protection work, vineyard and olive cultivation, golf, fishing and traveling with his wife.
