Jose is a Labor Relations Consultant from the Southern California region. He works with public safety officers, Fire personnel and civilian employee labor associations. As a previous member of law enforcement management, he brings experience from both sides of the table in negotiating labor agreements and side letters. Jose has advocated for many associations on meet and confers and mediates labor relations disputes, he provides guidance during board and general membership meetings. Jose’s experience in editing and revising association by-laws has been a vital guide for several associations.
Jose is a retired Commander with over 28 years of law enforcement experience with 25 years in association leadership including the San Diego District Attorney Investigators Association, serving two terms as Vice-President where he negotiated contracts for more than a decade; Nine years with the San Diego Police Officers Association, serving as a Legal Defense Employee Representative during Internal Affairs investigations; and the National Latino Peace Officers Association for 20 years, serving four terms as National Vice President. Jose is well versed in the Meyers Milias Brown Act (MMBA), Peace Officer Bill of Rights, Brady matters, and internal affairs investigations.
