Stephen Leonesio is a labor and contracts consultant in the Labor & Employment department at Mastagni Holstedt, A.P.C. In his current role, Stephen negotiates labor agreements and represents police officers, sheriff deputies, probation officers, law enforcement supervisors, and fire department employees in significant labor relations matters. He also develops and teaches negotiation training programs and seminars for law enforcement associations on the topics of Public Employee Pension Reform Act (PEPRA) and ‘fiscal emergencies’.

With more than 20 years in law enforcement, Leonesio served as a patrol officer in New York and California. His special assignments include Criminal Intelligence Unit, Detective, Field Training Officer, Investigator in the Special Investigations Section (SIS), and Special Weapons and Tactics (SWAT) Officer. Stephen is a FBI certified firearms instructor, use of force instructor, defensive tactics instructor, baton instructor and a SWAT tactics instructor. He has instructed hundreds of police officers throughout California, including academy students at the Ray Simon Criminal Justice Training Center where he taught Arrest & Control and Defensive Tactics. His certified training and expertise on the topics of gang and narcotic crimes and extensive firearms background has resulted in his sought after expert testimony and consultation by numerous Northern California Counties.

As President of the Stockton Police Officers’ Association, Stephen negotiated on behalf of the union during Stockton’s landmark fiscal emergency. In his years serving on the association board and as President, Stephen appeared before arbitrators, courts, and government adversaries to protect officer pay, pension, and benefits at the height of the city’s economic crisis. This distinctive experience has provided Stephen with a breadth of expertise on budget challenges, administration policies, and contract disputes. He also serves as a panel speaker for PORAC on the subject of bankruptcy and ‘fiscal emergencies’.

Stephen has accumulated hundreds of hours of P.O.S.T. specialized training in traffic collision, criminal and vice investigations, controlled substances and explosives. Stephen attended Sacramento City College, San Joaquin Delta College and San Jose State University.
