Tashayla (“Shay”) Billington is a Senior Associate with Mastagni Holstedt, APC. Shay’s practice focuses on representing public and private unions, unfair practice litigation, Federal and California wage and hour litigation, writ litigation, and appellate work. Shay is admitted to practice law in all California state courts, and the Northern, Eastern, Central, and Southern Districts of California.
Shay is a PORAC LDF panel attorney and represents clients in officer-involved shootings, disciplinary and licensing matters, and grievances. She also consults on local legislation, internal union matters, and lectures on the Public Safety Officers Procedural Bill of Rights Act, Firefighters’ Procedural Bill of Rights Act, and Meyers-Milias-Brown Act. She has also participated in PERB’s rulemaking process and efficiency initiative.
Shay earned her J.D. from the University of the Pacific, McGeorge School of Law with an emphasis in Advocacy. She graduated Order of the Coif and Order of the Barristers.
