Mark Bartley is a Labor Relations Consultant in the Labor and Employment department at Mastagni, Holstedt A.P.C. In his current role, Mark negotiates labor agreements and represents fire personnel, police officers, police employees, probation officer, correctional officers, and civilian employees in labor relations matters.
Mark started his law enforcement career in 1993 at Okanogan County Sheriff’s Office in Washington. After five years, Mark returned to California and worked for several departments. He spent the last 11 years of his law enforcement career with Elk Grove Police Department (EGPD). During his tenure at EGPD, Mark spent 8 years serving on the Board of the Elk Grove POA, as both the Vice President and President. He was on the team to create the first MOU with the City of Elk Grove.
Mark is a founding member and current Vice President of the End of Watch Fund. He played an active role in developing the program, which assists the families of fallen public safety employees. As Vice President, he uses his expertise to developing long-term sustainability planning and strategies to grow the program to support families of fallen officers. Mark has been instrumental in raising and distributing money for families across the state of California.
